* Increase max_header_value_length to support oauth2-proxy

When using TeslaMate behind an
[OAuth2 Proxy](https://oauth2-proxy.github.io/oauth2-proxy/)
then the default maximum header length is too small.

* Fix formatting of config/runtime.exs
