Ensure that folders are created before restoring dashboards.
Note: the on-disk format will change in the next backup/restore
roundtrip because it now includes both the dashboard spec as well
as metadata. The restore function reads both formats.

* Preserve the folders when restoring dashboards
Use the dashboard UID instead of the dashboard name to get the folder
ID. This way, the dashboards get restored to their current location
instead of the root folder.
* Remove unused DS_CLOUDWATCH data source
